The Hong Kong Police Force today (June 11) launched a one-year anti-drug youth leadership development programme, "Leadership Institute on Narcotics" ("L.I.O.N.") , which is its first large-scale education and publicity campaign against drug abuse.

Addressing at the kick-off ceremony, the Commissioner of Police, Mr Siu Chak-yee, said the Force has all along attached great importance to combating youth drug abuse. Noting that young people are the future masters of our society, the Force will step up efforts in publicity and education work in addition to taking enforcement actions against drug offences, he added.

While noting that individual effort of the Force is inadequate to help the youth stay away from drug temptation, Mr Siu said concerted efforts in the community is the key to promoting drug-free culture in schools and society. He expressed gratitude to the sponsoring organisation, executive committee members, professional trainers, mentors and principals of the 20 participating secondary schools for their support for the programme. He believed that these energetic young anti-drug leaders would unleash their talent and creativity in promoting the message of "Say No to Drugs" in an effective and welcoming way among the younger generation.

The Police Narcotics Bureau jointly established "L.I.O.N." with professionals from various sectors last year and recruited 100 university and secondary students to become anti-drug leaders. Students will take part in a series of training between June and August, including the "Drug Knowledge Workshop", "Leadership Workshop", team-building training and leadership training camp. Upon completion of the summer course, students will plan and launch the anti-drug campaign themselves at the 20 participating secondary schools from September to December to showcase their learning achievements.
