Gazettal of amendments to railway scheme for Shatin to Central Link

     The Government published in the Gazette today (June 10) the amendments to the railway scheme for the Shatin to Central Link (SCL) under section 7 of the Railways Ordinance.

     The SCL scheme, the amendments and the corrections were published on November 26, 2010, July 15 and November 11, 2011, respectively. The scheme was authorised by the Chief Executive in Council in accordance with section 11(4) of the Railways Ordinance, and was published on April 13, 2012, in the Gazette.

     Due to archaeological discoveries during the construction of Sung Wong Toi Station, the Government decided to preserve in-situ most of the archaeological discoveries, including the remnants at and in the vicinity of the proposed adit connecting the station and Pak Tai Street. The alignment of the adit was seriously affected and it was necessary to find an alternative option suitable for providing the connection.   

     A Government spokesman said, "The MTR Corporation Limited (MTRCL) has been exploring options with less archaeological impact. After an in-depth study, the MTRCL has proposed to connect Pak Tai Street and Sung Wong Toi Station by a footbridge in order to complete the pedestrian walkway as soon as possible and provide local residents with a convenient access to the station.

     "The amendments to the SCL scheme gazetted today are about the adoption of the aforementioned footbridge proposal connecting Pak Tai Street and Sung Wong Toi Station."

     The Government and the MTRCL have consulted the Kowloon City District Council on the footbridge proposal, and met and communicated with various local representatives for their suggestions and concerns about the proposal. The construction works of the proposed footbridge will commence soon after the approval of the amendments to the SCL scheme, and are expected to be completed by early 2026.

     Under the Railways Ordinance, members of the public have the right to lodge objections to the amendments in relation to the SCL scheme gazetted today from now until August 9, 2022. Any person who has a compensatable interest can claim compensation under the provisions of the Ordinance.

     The Amendments to Scheme and the Amendment Plans are available for public inspection at the Central & Western Home Affairs Enquiry Centre, the Kowloon City Home Affairs Enquiry Centre, the District Lands Office, Kowloon East and the District Lands Office, Kowloon West, during office hours.
