Appointment of Head of Civil Service College (with photo)

     The Government announced today (June 1) the appointment of Mr Kwok Yam-shu as the Head of the Civil Service College, following an open-cum-in-service recruitment exercise. Mr Kwok will take up the appointment on July 5, 2022.
      
     Commenting on Mr Kwok's appointment, the Secretary for the Civil Service, Mr Patrick Nip, said, "Mr Kwok had served in the Police Force for 31 years and had worked in various management posts, including Head of Foundation Training Centre of the Hong Kong Police College, Assistant Commissioner (Service Quality), Director of Management Services and Deputy Commissioner (Management) of Police. Mr Kwok has distinguished leadership, management and organisational skills, and aspires to enhance training for the civil service, particularly as the backbone of the Government in ensuring the full and accurate implementation of the 'one country, two systems' principle. I firmly believe that, with Mr Kwok's experience, capability and commitment, he can definitely add new impetus to our drive of strengthening civil service training and, as the inaugural Head, steer the further planning and development of the College."
      
     Established in December 2021, the Civil Service College is a major undertaking by the Hong Kong Special Administrative Region (HKSAR) Government to enhance training for civil servants on all fronts. The College is committed to providing a wide variety of training programmes to meet the service-wide training needs of the civil service. In particular, the College accords the highest priority to enhancing civil servants' understanding of the Constitution of the country, the Basic Law of the HKSAR and the Hong Kong National Security Law, as well as national affairs. Moreover, the College will enhance training in leadership skills and innovation and technology application, and broaden civil servants' international horizons and global outlook. In terms of delivery mode, the College will, apart from running training programmes in Hong Kong, also arrange training programmes in the Mainland and overseas and, in particular, run and enhance training programmes, thematic visits and exchange activities in the Mainland for civil servants. The College will also actively develop e-learning resources and encourage continuous learning in the civil service.
      
     The recruitment exercise for the post of the Head of the College was launched on November 30, 2021. The post is pitched at the rank of Directorate Pay Scale Point 6 (D6).
      
     A brief biographical note of Mr Kwok is set out below:
      
     Mr Kwok Yam-shu, aged 57, joined the Hong Kong Police Force as an Inspector in 1990. He was promoted to Senior Superintendent in 2007, Chief Superintendent in 2011, Assistant Commissioner in 2014, Senior Assistant Commissioner in 2017 and Deputy Commissioner in 2019. He retired from the Police Force in April 2022.
