The following is issued on behalf of the Judiciary:

     The Judiciary today (May 31) announced the appointment of Ms Thelma Kwan Tin-man as District Judge. The appointment will take effect on June 1, 2022.

     The appointment is made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission.

     Further judicial appointments will be announced in due course.

     The biographical note of Ms Kwan is as follows:

     Ms Kwan was born in Hong Kong in 1963. She obtained an LL.B. and a P.C.LL. from the University of Hong Kong in 1985 and 1986 respectively; she further obtained an LL.M. from the University of Hong Kong in 1994. She was called to the Bar in Hong Kong in 1986, and was then in private practice for the period from 1987 to 1989. She was in the private banking trust business from 1990 to 2013; and resumed private practice as Barrister in 2014. She was appointed as Deputy District Judge for periods in 2020, 2021 and 2022.
