Government establishes committee to review residential child care and related services

     The Social Welfare Department (SWD) announced today (April 19) that the Committee on Review of Residential Child Care and Related Services has been established to conduct a comprehensive review on residential child care services and monitoring of related services as well as propose enhancement measures.

     "In response to a suspected child abuse incident that happened earlier in a children's residential home and aroused wide public concern, the Government has immediately taken a series of follow-up actions to ensure that the operation of residential homes is in compliance with the service quality requirements and proper care is provided for the children receiving the services. To strengthen monitoring and enhance service quality, the SWD has accorded priority to conducting a review on residential child care and related services following the recommendations made in the Review Report on Enhancement of Lump Sum Grant Subvention System on quality enhancement of subvented services," a spokesman for the SWD said.

     The Committee is led by the Director of Social Welfare, and comprises members including Legislative Council members, experts in children's affairs and representatives of welfare organisations with relevant experience, as well as experts from the medical, legal and business sectors. The relevant membership is listed in the Annex.

     The scope of the review by the Committee is as follows:

(1) to review the existing residential child care and related services, the interface among services and service monitoring;
(2) to identify areas for improvements and work out feasible measures for enhancement; and
(3) to put forward concrete proposals on areas under review.
 
     "The review commences in April 2022 and is expected to be completed by March 2023. The Committee, upon completion of its work, will report the outcome of the review to the Commission on Children and the Panel on Welfare Services of the Legislative Council," the spokesman said.
