In response to a commentary article published by a local media organisation that claimed that the implementation of a lockdown and compulsory universal testing was previously announced by the Secretary for Transport and Housing (STH), Mr Frank Chan Fan, a spokesman for the Transport and Housing Bureau said today (March 18) that the STH had not made any announcement on the implementation date of compulsory universal testing and a lockdown.
