TPB to launch enhanced Electronic Planning Application Submission System tomorrow

     The Town Planning Board (TPB) announced today (February 17) that the enhanced Electronic Planning Application Submission System (EPASS) will be launched tomorrow (February 18) to provide a new electronic submission platform for planning applications. Members of the public can conveniently prepare and sign planning applications online.

     The enhanced EPASS will replace the current use of the e-Cert certificate with "iAM Smart+" for digital signing. After the enhancement, there will be no restrictions on the overall uploaded file size for each submission and on the number of pages of each attachment. Except for section 16A applications, all applications submitted under the enhanced EPASS will be uploaded to the TPB's website for public inspection.

     Apart from online submission through the enhanced EPASS, other current channels of submission, i.e. in hard copy and soft copy, or in hard copy only, will remain available.

     To tie in with the launch of the enhanced EPASS, all applications submitted tomorrow or later are required to comply with the requirements as stipulated in the relevant revised guidance notes and to use the revised application forms or new electronic application forms.

     Electronic application forms for EPASS submission will be available on the TPB's website (www.info.gov.hk/tpb/en/plan_application/apply.html) for online completion starting from tomorrow.

     Revised application forms for submission through other channels and all revised guidance notes can be obtained from the TPB's Secretariat and the Planning Enquiry Counters of the Planning Department, or downloaded from the TPB's website starting from tomorrow. Members of the public can download the forms and guidance notes from the following website in the meantime: www.info.gov.hk/tpb/en/whats_new/Website_EPass.html.
