2021 final registers of electors for geographical and functional constituencies to be released on October 29

  The 2021 final registers of electors for geographical constituencies (GCs) and functional constituencies (FCs) will be released on October 29. Registered electors may log in to the Online Voter Information Enquiry System (www.voterinfo.gov.hk), or call the election hotline on 2891 1001 to check their own registration particulars.
 
  "A total of 4 472 863 electors is carried in the final register for GCs. These registered electors are eligible to vote in the 2021 Legislative Council General Election on December 19," a spokesman for the Registration and Electoral Office (REO) said today (October 27).
 
        The Improving Electoral System (Consolidated Amendments) Ordinance 2021 (the Ordinance) has been published in the Gazette and came into effect on May 31. The delineation of the GCs for the 2021 Legislative Council General Election also came into effect on the same day. In accordance with the Legislative Council Ordinance (Cap. 542) as amended by the Ordinance, Hong Kong is divided into 10 GCs. The REO has re-allocated electors to the 10 GCs based on their registered residential address.
 
     The distribution of electors for the 10 GCs is as follows:

     The final register for FCs contains 219 254 electors.
  
     "Net increases of about 5 500 and 300 of registered electors have been recorded in the 2021 final registers of electors for GCs and FCs respectively, compared to the provisional registers. The figures reflect the follow-up actions taken by the REO based on the latest information available after the publication of the provisional registers, which mainly include people who were listed on the omissions lists and returned the reply slips in time to the REO to resume their voter registration status, and those who supplemented the REO with the required information. With the approval of the Revising Officer, they have been included in the final register," the spokesman said.
  
     The electoral records of about 705 000 electors of GCs have been updated for the compilation of the final registers of electors.
 
     Statistical information about these final registers will be available on the voter registration website (www.voterregistration.gov.hk) starting from October 29.
 
        The 2021 final registers of electors for GCs and FCs will be made available for inspection by specified persons from October 29 (Friday) onwards at the two offices of the REO. The addresses of the two offices are 10/F, Harbour Centre, 25 Harbour Road, Wan Chai, Hong Kong, and 13/F, Kowloonbay International Trade & Exhibition Centre, 1 Trademart Drive, Kowloon Bay, Kowloon respectively. According to the judgment handed down by the Court of Appeal on May 21, 2020, and the order made at the hearing on May 27, 2020 (Case No.: CACV 73/2020), the final registers are made available for inspection from 9am to 6pm from October 29 onwards (excluding Saturdays, Sundays and public holidays) at the aforesaid two offices by validly nominated candidates of relevant elections, members of the press (the REO adopts the list of subscribers of the Government News and Media Information System) and political parties (i.e. political bodies/organisations which meet the specified requirements). As for the parts of the final register for FCs which do not show the linked information of individual electors (i.e. their names and principal residential addresses), they are available for public inspection during the same period and at the same locations.
 
     The spokesman said that four inspection time slots (one hour and 30 minutes for each time slot) will be provided on each working day (Mondays to Fridays, excluding public holidays). Eligible organisations may make appointments for inspection on a first-come, first-served basis. Each eligible organisation may reserve one time slot per day for inspection of the final registers of electors for GCs and FCs.
 
     Applicants may make appointments to inspect the register by calling 2891 4082/2891 2070 during the REO's ordinary business hours (9am to 12.30pm and from 1.30pm to 6pm, Mondays to Fridays, except public holidays) starting from tomorrow (October 28). Upon the completion of the initial reservation by phone, applicants are required to fill in and return a reservation form to the REO by a specified deadline to confirm the reservation.
 
     The REO will publish in the Gazette a notice on the inspection of the final registers of electors for GCs and FCs on October 29.
