To implement Annexes I and II to the Basic Law, the Improving Electoral System (Consolidated Amendments) Ordinance 2021 was published in the Gazette and came into effect on May 31. Among others, it stipulates that the Election Committee shall be composed of ex-officio members, members returned by nomination and members returned by election with the following five sectors: (a) industrial, commercial and financial sectors; (b) the professions; (c) grassroots, labour, religious and other sectors; (d) members of the Legislative Council, representatives of district organisations and other organisations; and (e) Hong Kong Special Administrative Region (HKSAR) deputies to the National People's Congress, HKSAR members of the National Committee of the Chinese People's Political Consultative Conference and representatives of Hong Kong members of relevant national organisations. The term of office of the new Election Committee will be five years, commencing on October 22, 2021, and ending on October 21, 2026.

According to Annex I to the Basic Law, the functions of the Election Committee include nominating candidates for the Chief Executive Election and electing the Chief Executive, as well as nominating all candidates for becoming Legislative Council members and electing the 40 members of the Election Committee constituency in the Legislative Council Election.

"The nomination period for the Legislative Council General Election will start on October 30. The Election Committee members can subscribe to the nomination form of the candidates running for the Legislative Council General Election in accordance with the legislation upon the commencement date of the new term of the Election Committee," a spokesman for the Registration and Electoral Office (REO) said today (October 20).

The addresses of the two offices are 10/F, Harbour Centre, 25 Harbour Road, Wan Chai, Hong Kong, and 13/F, Kowloonbay International Trade & Exhibition Centre, 1 Trademart Drive, Kowloon Bay, Kowloon.      The spokesman said that four inspection time slots (one hour and 30 minutes for each time slot) will be provided on each working day (Monday to Friday, excluding public holidays). Eligible organisations may make appointments for inspection on a first-come, first-served basis. Each eligible organisation may reserve one time slot per day.
