Government updates COVID-19 vaccination records
***********************************************
The Government announced today (September 24) that the COVID-19 vaccination records issued by the Hong Kong Special Administrative Region Government will have added in them information on the date of birth and sex of the vaccine recipient, as well as the manufacturer of the vaccine the person received, starting from September 29, with a view to meeting common travel rules of some overseas jurisdictions (e.g. the United Kingdom (UK)). The relevant arrangement will be applicable to both paper and electronic records so as to facilitate the public's travel needs.

Starting September 29, members of the public who have completed the COVID-19 vaccination can view and download their updated electronic vaccination record via the iAMSmart mobile app. They can also obtain the updated electronic vaccination record by downloading the latest version of the eHealth mobile app at a later time. Electronic vaccination records are commonly accepted internationally and in general can be a substitute for paper records. They are also easier to carry and update. The Government appeals to members of the public to download the updated vaccination record via electronic means as far as possible.

If individuals with travel plans need to collect their updated record in paper form, starting from September 29, they can bring along the original of their identification documents and proof of travel such as airplane ticket within two weeks of departure and visit one of the following locations to collect the updated paper record:

Those who cannot come in person can authorise other persons to obtain the updated paper vaccination records for them.  The authorised person shall present his or her own proof of identity, a completed authorisation form (which can be downloaded from the website of the COVID-19 Vaccination Programme: www.covidvaccine.gov.hk/en/programme#records) and copies of the recipient's proof of identity and vaccination record.

"As the re-printing of paper vaccination records takes time, those who would like to collect the updated paper vaccination records are advised to bring along all necessary documents and allow adequate waiting time. They should also visit the collection locations for re-printing at least five calendar days before travel as far as possible," the Government spokesman said.

Starting October 4 (UK time), the Government of the UK will implement new requirements on vaccination records for those entering England. Under the revised system, the date of birth of the person vaccinated should be shown on the relevant vaccination record. The HKSAR Government has informed the UK Government about the aforementioned updating arrangement and suggested that the UK Government recognise Hong Kong's updated vaccination records as soon as possible. The Government spokesman reminded members of the public to check before departure the UK's entry quarantine rules, including vaccination requirements, and that the latest announcement by the UK Government shall prevail.
