Government updates list of places of recognised vaccination records

     The Government announced today (August 30) the acceptance of vaccination records issued by places including Indonesia, the Philippines and Turkey as recognised vaccination records for the purpose of Hong Kong residents who have stayed in Group A specified places under the mechanism. The relevant arrangements will take effect at 0.00am on September 1.
      
Indonesia and the Philippines

     Further to the Government's earlier confirmation with the Governments of Indonesia and the Philippines on the arrangements regarding the recognition of vaccination records (see the separate press release), from 0.00am on September 1, Hong Kong residents who hold vaccination records affirmed by the relevant authorities of these two countries can board a flight for Hong Kong from Group A specified places.
      
     A Government spokesman reminded, "Foreign domestic helpers holding vaccination records that have been affirmed by the relevant authorities of Indonesia or the Philippines must follow the quarantine arrangements as announced by the Government on August 26, including undergoing 21-day compulsory quarantine in a designated quarantine facility. As for other Hong Kong residents, they can undergo compulsory quarantine in regular designated quarantine hotels."
 
EU Digital COVID Certificate system

     The 27 member states of the European Union (EU) are countries where their national regulatory authorities have been designated by the World Health Organization as stringent regulatory authorities, while the EU Digital COVID Certificate system has already been implemented among EU member states. The Government of the Hong Kong Special Administrative Region will accept vaccination records recognised under the EU Digital COVID Certificate mechanism as recognised vaccination records required for the purpose of boarding flights for Hong Kong from high-risk Group A specified places. As such, as the EU has recently announced the recognition of the vaccination records issued by North Macedonia, San Marino, Turkey, Ukraine and Vatican City as being equivalent to vaccination records issued by EU member states, the Government will therefore also accept the vaccination records issued by the above places as recognised vaccination records from 0.00am on September 1.
 
Requirements for arrivals from Group A specified places

     Hong Kong residents who have stayed in Group A specified places can board for Hong Kong if they have been fully vaccinated, hold a recognised vaccination record and fulfil other boarding requirements. They will be subject to the following quarantine requirements:
 
(a) Undergoing compulsory quarantine for 21 days in a designated quarantine hotel;
(b) Undergoing 6 tests during compulsory quarantine;
(c) Self-monitoring in the subsequent 7 days; and
(d) Undergoing compulsory testing in a community testing centre on the 26th day of arrival at Hong Kong.
 
     Currently, Hong Kong residents who have stayed in Group A specified places on the day of boarding or during the 21 days before that day can only board a flight for Hong Kong if they hold recognised vaccination records. Recognised vaccination records include those issued by Hong Kong, an authority or recognised institution of a country where its national regulatory authority is designated by the World Health Organization as a stringent regulatory authority, Mainland or Macao authorities or an institution recognised by Mainland or Macao authorities, or a relevant authority or recognised institution of a country with which Hong Kong has reached a recognition agreement arrangement.

  The list of places that are accepted for issuing recognised vaccination records is set out in the Annex and will be uploaded to the Government's COVID-19 thematic website. 
      
     The Government is also in discussion with other Group A specified places on the arrangements for the recognition of vaccination records, and the Government will update the list as recognition arrangements are agreed with these places.
