Senior appointments (with photos)

     The Government announced today (August 26) the following senior appointments:
 
(a) Mr Ricky Lau Chun-kit, Director of Civil Engineering and Development, will take up the post of Permanent Secretary for Development (Works) on October 8, 2021. He will succeed Mr Lam Sai-hung, who will commence his pre-retirement leave;
 
(b) Miss Leonia Tai Shuk-yiu, Government Property Administrator, will take up the post of Postmaster General on September 2, 2021; and
 
(c) Mr Eugene Fung Kin-yip, Deputy Director of Broadcasting, will take up the post of Government Property Administrator on September 13, 2021.
 
     Commenting on the appointment of Mr Lau, the Secretary for the Civil Service, Mr Patrick Nip, said, "Mr Lau is an experienced senior civil servant with profound knowledge and rich experience in the works field. He also possesses effective leadership and management skills. I have every confidence that he will continue to serve the community with professionalism in his new capacity."
 
     Commenting on the appointments of Miss Tai and Mr Fung, Mr Nip said, "The two appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will serve the community with professionalism in their new capacities."
            
     On the retirement of Mr Lam, Mr Nip said, "Mr Lam has rendered 35 years of loyal and dedicated service to the community of Hong Kong and has made exemplary contributions in infrastructure development, increasing land supply initiatives and conservation. I wish him a fulfilling and happy retirement."
 
     Brief biographical notes of the four officers are set out below:
 
Mr Lam Sai-hung

     Mr Lam joined the Government as an Assistant Engineer in August 1986. He was promoted to Chief Engineer in August 2009, to Government Engineer in April 2012, and to Principal Government Engineer in May 2014. He was Project Manager of the Hong Kong Island and Islands Development Office in the Civil Engineering and Development Department from June 2015 to August 2016 and Director of Civil Engineering and Development from August 2016 to October 2018, and has been Permanent Secretary for Development (Works) since October 2018.
 
Mr Lau Chun-kit

     Mr Lau joined the Government as an Assistant Engineer in March 1992. He was promoted to Chief Engineer in September 2011, to Government Engineer in July 2015, and to Principal Government Engineer in June 2017. He was Head of the Civil Engineering Office in the Civil Engineering and Development Department from September 2016 to October 2018. He has been Director of Civil Engineering and Development since October 2018.
 
Miss Leonia Tai Shuk-yiu

     Miss Tai joined the Administrative Service in July 1988 and rose to the rank of Administrative Officer Staff Grade B1 in April 2018. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Civil Service Branch, the former Finance Branch, the former Home Affairs Branch, the former Chief Secretary's Office, the former Business and Services Promotion Unit, the Chief Secretary for Administration's Office, the Civil Service Bureau and the Trade and Industry Department. She was Deputy Director of Broadcasting from March 2012 to July 2016 and Deputy Secretary for Labour and Welfare (Welfare) from July 2016 to November 2019, and has been serving as Government Property Administrator since November 2019.
 
Mr Eugene Fung Kin-yip

     Mr Fung joined the Administrative Service in August 1990 and rose to the rank of Administrative Officer Staff Grade B in April 2013. He has served in various bureaux and departments, including the former Recreation and Culture Branch, the former Industry Department, the former City and New Territories Administration, the former Planning, Environment and Lands Branch, the former Health, Welfare and Food Bureau and the Housing Department. He was Deputy Secretary (Special Duties) in the Housing Department (later retitled as Director, Sales of First-hand Residential Properties Authority) from December 2011 to May 2016 and Deputy Secretary for Food and Health (Food) from May 2016 to July 2019, and has been serving as Deputy Director of Broadcasting since July 2019.
