Draft Tong Yan San Tsuen Outline Zoning Plan approved
     The Chief Executive in Council has approved the draft Tong Yan San Tsuen Outline Zoning Plan (OZP).
     "The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the Tong Yan San Tsuen area," a spokesperson for the Town Planning Board said today (August 20).
     The planning scheme area, covering an area of about 647 hectares, is bounded by Castle Peak Road (Hung Shui Kiu to Ping Shan Sections) to the north, Yuen Long New Town and Tai Tong area to the east, Hung Shui Kiu/Ha Tsuen New Development Area, Lam Tei and Yick Yuen area to the west and the range of hills leading to Tai Lam Country Park to the south.
     Tong Yan San Tsuen is an area with a mix of various land uses, including residential developments, village settlements, industrial undertakings and farmland, etc. It also covers the main part of the Yuen Long South (YLS) Development Area.
     The approved OZP has incorporated amendments made to the draft Tong Yan San Tsuen OZP No. S/YL-TYST/13. The amendments mainly cover the YLS Development Stages 1 and 2, which involve the rezoning of five sites to "Residential (Group A)3" to facilitate public housing developments; four sites to "Other Specified Uses" ("OU") annotated "Storage and Workshop Use" and "Open Storage" for accommodating brownfield operations; two sites to "Village Type Development (1)" for reprovisioning of village houses affected by government projects; two sites to "Residential (Group D)" to reflect the existing residential clusters; five sites to "Government, Institution or Community (1)" and "Government, Institution or Community (2)" for proposed government, institution or community facilities; and a site to "OU" annotated "Sewage Treatment Works" for proposed sewage treatment facilities.
     Other zonings shown on the OZP include "Comprehensive Development Area", "Residential (Group A)", "Residential (Group B)", "Residential (Group C)", "Village Type Development", "Industrial", "Government, Institution or Community", "Open Space", "OU" annotated "Petrol Filling Station", "Green Belt", "Conservation Area" and "Undetermined".
     The approved Tong Yan San Tsuen OZP No. S/YL-TYST/14 is available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Tuen Mun and Yuen Long West District Planning Office, the Yuen Long District Office, the Ping Shan Rural Committee and the Shap Pat Heung Rural Committee.
     Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Town Planning Board's website (www.info.gov.hk/tpb).
