Senior appointments (with photos)

(a) Ms Alice Lau Yim, Permanent Secretary for Financial Services and the Treasury (Treasury), will take up the post of Permanent Secretary for Labour and Welfare on July 26, 2021. She will succeed Ms Chang King-yiu, who will commence her pre-retirement leave; and
(b) Miss Cathy Chu Man-ling, Postmaster General, will take up the post of Permanent Secretary for Financial Services and the Treasury (Treasury) on July 29, 2021.
The Secretary for the Civil Service, Mr Patrick Nip, said, "The two appointees are seasoned Administrative Officers with proven leadership and management skills. I have every confidence that they will serve the community with professionalism in their new capacities."
On the retirement of Ms Chang, Mr Nip said, "Ms Chang has rendered 37 years of loyal and dedicated service to the community of Hong Kong. As Permanent Secretary for Labour and Welfare, she capably handled an extensive portfolio of policies on the welfare front, and made significant contributions on labour and manpower issues. She worked tirelessly to formulate policies and introduce legislation on social welfare, poverty alleviation, women's interests, labour and manpower. I wish her a fulfilling and happy retirement."

Ms Chang King-yiu

Ms Chang joined the Administrative Service in August 1983 and rose to the rank of Administrative Officer Staff Grade A1 in April 2009. She has served in various bureaux and departments, including the former City and New Territories Administration, the former Medical and Health Department, the former Transport Branch, the former Security Branch, the former Planning, Environment and Lands Branch, the Home Affairs Department, the former Home Affairs Branch, the Security Bureau, the Chief Secretary for Administration's Office and the Chief Executive's Office. She was Permanent Secretary for Security from October 2007 to July 2012, Permanent Secretary for Constitutional and Mainland Affairs from July 2012 to July 2017 and has been serving as Permanent Secretary for Labour and Welfare since July 2017.

She has served in various policy bureaux and departments, including the former Monetary Affairs Branch, the former Chief Secretary's Office, the former Central Policy Unit, the former Constitutional Affairs Branch, the former Finance Bureau, the Chief Secretary for Administration's Office, the former Economic Services Bureau, the former Commerce, Industry and Technology Bureau, the Food and Environmental Hygiene Department and the Financial Services and the Treasury Bureau. She was Secretary-General, Office of the Chief Executive-elect from March 2012 to June 2012, Permanent Secretary, Chief Executive's Office from July 2012 to June 2017 and has been serving as Permanent Secretary for Financial Services and the Treasury (Treasury) since July 2017.
Miss Cathy Chu Man-ling

Miss Chu joined the Administrative Service in June 1988 and rose to the rank of Administrative Officer Staff Grade A in April 2017. She has served in various bureaux and departments, including the former Education and Manpower Branch, the former Health and Welfare Branch, the former City and New Territories Administration, the former Trade Department, the former Security Branch, the Information Services Department, the former Environment, Transport and Works Bureau, the Home Affairs Bureau, the Financial Services and the Treasury Bureau and the Office of the Government of the Hong Kong Special Administrative Region in Beijing. She was Commissioner for Tourism from December 2014 to February 2018, Director of Information Services from February 2018 to August 2019 and has been serving as Postmaster General since September 2019.
