    The Government announced today (February 19) that Mr Patrick Li Pak-chuen will take up the post of Director of Broadcasting on March 1, 2021 vice Mr Leung Ka-wing who will leave the service.

     Commenting on the appointment, the Secretary for the Civil Service, Mr Patrick Nip, said, "Mr Li is a seasoned Administrative Officer with proven leadership and management skills. I believe that he will continue to serve the community with professionalism and dedication in his new capacity, and ably lead the Radio Television Hong Kong (RTHK) to meet the challenges ahead." 

     As Director of Broadcasting, Mr Li will ensure that RTHK fully abides by the Charter of RTHK.

     The agreement between the Government and Mr Leung, which originally will expire in August this year, will be resolved early by mutual consent. 

     The Government earlier conducted an open recruitment exercise, but could not identify a suitable candidate to fill the Director of Broadcasting post. It remains the Government's intention to groom officers from within RTHK for advancement to senior positions of the department in accordance with the established mechanism.

     Brief biographical notes on Mr Li and Mr Leung are set out below:

Mr Patrick Li Pak-chuen

     Mr Li joined the Administrative Service in August 1990 and rose to the rank of Administrative Officer Staff Grade B1 in April 2019. He has served in various bureaux and departments, including the former Constitutional Affairs Branch, the former City and New Territories Administration, the former Civil Service Branch, the Department of Health, the Security Bureau, the former Education and Manpower Bureau, the former Education Department, the Home Affairs Department, the Financial Services and the Treasury Bureau and the Chief Executive's Office. He was Secretary General, Joint Secretariat for the Advisory Bodies on Civil Service and Judicial Salaries and Conditions of Service from September 2009 to June 2013, Deputy Director of Home Affairs from July 2013 to July 2017 and has been serving as Deputy Secretary for Home Affairs since July 2017.

     Mr Leung assumed the post of Director of Broadcasting on August 7, 2015. Before that, he served as reporter, editor, managing editor and management of a number of media organisations, including Television Broadcasts Limited, ET Press and Asia Television Limited.
