Tenders invited for operation of Chinese Medicine Hospital in Tseung Kwan O

     The Food and Health Bureau today (September 30) invited prequalified tenderers to submit tenders for the operation of the Chinese Medicine Hospital (CMH) in Tseung Kwan O.

     The Government launched the prequalification exercise for operation of the CMH in September 2019 and announced on May 2, 2020, that the following four organisations (in alphabetical order) were prequalified and would be invited to proceed to the second stage of the tendering exercise:

(i) Hong Kong Baptist University
(ii) Pok Oi Hospital
(iii) Tung Wah Group of Hospitals
(iv) Yan Oi Tong Limited
 
     The closing date and time of the second stage of the tender is noon on December 31, 2020. Tenders will be considered in accordance with the selection criteria and the marking scheme as set out in the tender document. The Government plans to award the service deed to the successful tenderer by mid-2021.
 
     The contractor who is eventually awarded the service deed shall incorporate a company limited by guarantee (the Operator) to manage, operate and maintain the CMH. The Operator shall obtain a licence pursuant to the Private Healthcare Facilities Ordinance (Cap. 633) for operation of the CMH.
 
     The CMH project follows a public-private partnership model. The Government will support the sustainable development of the CMH through injection of major resources both in terms of capital investment (for constructing and equipping the hospital) and recurrent funding for the delivery of subsidised hospital services, training and research in meeting the Government's policy intent to promote the development of Chinese medicine including Chinese medicines of Hong Kong. The service deed will cover arrangements for commissioning and a 10-year service period (extendable by five years at most), followed by a six-year post service period.
