The Government will publish in the Gazette 29 pieces of regulation and one order on September 25, 2020, to give effect to the extension of existing waivers/concessions of government fees and charges implemented in 2019 and provide legal backing for new waivers as announced on September 15, 2020, to sustain the support for businesses and relieve individuals' financial burden in view of the impact of coronavirus disease 2019.

"The majority of these measures will be valid for one year and take effect from October 1, 2020, while the remaining ones will progressively take effect on a later date upon the respective expiries of the existing one-year measures. The measures will benefit a wide range of sectors from aviation, maritime, logistics, retail, catering, agriculture and fisheries, construction to tourism and entertainment," a Government spokesman said.

Details of the fee waiver/concession measures are summarised at the Annex. The estimated revenue forgone to the Government arising from these waiver/concession measures amounts to $2,048 million. The proposed fee waiver by the Construction Industry Council (CIC) in respect of the registration of construction workers will also be implemented in this legislative exercise and the estimated revenue forgone for the CIC is about $9 million.
