The Innovation and Technology Bureau (ITB) announced today (July 3) that from next Monday (July 6) to July 15, citizens may authorise others to collect the CuMask+™ on their behalf at post offices around the territory. Residents living in public rental housing estates under the Hong Kong Housing Authority (HA) and rental estates under the Hong Kong Housing Society (HS) may also authorise others to collect the masks on their behalf at respective estate management offices.
 
     The detailed arrangements and the documents required for authorised collection are as follows:

1. Collection of the masks at post offices on behalf of others
  
     When collecting the mask on behalf of the authoriser, the authorisee has to show to the staff a copy (either a photocopy or an electronic copy) of the authoriser's Hong Kong identity card (HKID) and the original or a copy (either a photocopy or an electronic copy) of the authorisation letter signed by the authoriser. The authorisation letter should include the name and HKID number of the authoriser and the name and HKID number of the authorisee, and specify that the authorisation is for collection of an adult-sized CuMask+™. A template of the authorisation letter has been uploaded to the CuMask+™ website (qmask.gov.hk) for reference. The authorisee would also need to show to the staff the original of his or her HKID to prove his or her identity.
 
2. Collection of the masks at estate management offices on behalf of tenants of public rental housing estates of the HA and rental estates of the HS
 
     When collecting the masks on behalf of tenants at estate management offices, the authorisee has to show to the staff the original of the tenancy agreement of the unit in which the authoriser resides and a copy (either a photocopy or an electronic copy) of the authoriser's HKID. The name of the authoriser must appear on the tenancy agreement. There is no need to present a separate authorisation letter. The authorisee would also need to show to the staff the original of his or her HKID to prove his or her identity.
 
     Staff of post offices or estate management offices will input the HKID number of the authoriser on a computer or a handheld device immediately, and provide an adult-sized CuMask+™ to the authorisee once it is confirmed that the authoriser has not obtained one before. Each authorisee can collect a maximum of two masks on behalf of others on each occasion.
 
     Apart from verifying the eligibility of the authoriser, staff would also input the name and HKID number of the authorisee on a computer or a handheld device. The information will then be immediately transmitted to the central system of the Office of the Government Chief Information Officer, solely for the purpose of recording in relation to mask distribution. The computers or handheld devices of post offices or estate management offices would not store the HKID numbers or other personal data of citizens (including the authorisers and the authorisees). 
 
     The ITB earlier announced that holders of a valid HKID who have not obtained the CuMask+™ through online registration may collect the masks in person at post offices around the territory from June 15 to July 15. Residents living in public rental housing estates under the HA and rental estates under the HS may also collect the masks from their respective estate management offices.
