Small-scale Test Survey of the 2021 Population Census

     The Census and Statistics Department will conduct a small-scale test survey from November 1 to December 4, 2019 to test the questionnaire design and operational arrangements of the 2021 Population Census and consult the views of households on the related arrangements.
 
     Following the established practice of conducting a population census every 10 years, Hong Kong will conduct a population census in 2021. The aim is to obtain up-to-date benchmark information on the demographic and socio-economic characteristics of the population and on its geographical distribution. Such information is vital to the Government for planning and policy formulation. It is also important to the private sector and academia for business and research purposes.
 
     A sample of some 3 000 quarters has been selected for the small-scale test survey. All households and persons living in the selected quarters will be enumerated. Some households will participate in a detailed enquiry on demographic and socio-economic characteristics and the others will be asked to provide some basic demographic information only. Households will also be invited to provide opinions on the questionnaire design and the census operation.
 
     Households selected for the survey may provide the requested information by self-enumeration through online questionnaire and paper questionnaire (for households asked to provide basic information only). If the Census and Statistics Department does not receive the questionnaires by November 15, census officers will visit the households concerned to collect the requested information. Each census officer will carry a staff identity card and an authorisation certificate for the survey. Households are reminded to check carefully the identity of the census officers before allowing them to enter their premises.
 
     The survey is conducted under Part IIIA of the Census and Statistics Ordinance (Chapter 316). In accordance with this Ordinance, information collected in the survey regarding individual persons and households will be kept in strict confidence and will not be released to any unauthorised parties, including government departments.
