Appointments to Process Review Panel in relation to the Regulation of MPF Intermediaries and MPF Schemes Appeal Board

     The Government announced today (October 18) appointments to the Process Review Panel in relation to the Regulation of Mandatory Provident Fund Intermediaries (PRP) and the Mandatory Provident Fund Schemes Appeal Board (MPFSAB).
 
     The Chief Executive has appointed Mr Eugene Fung Ting-sek, SC as Chairman, and Mr Abraham Chan Lok-shung, SC, Mrs Agnes Koon Woo Kam-oi and Mr Jeff Wong Kwan-kit as members of the PRP. She has also re-appointed Miss Grace Chan Man-yee and Mr James Lin as members. The appointments and re-appointments will take effect from November 1, 2019 until October 31, 2021, both dates inclusive.
 
     Welcoming the appointments, the Secretary for Financial Services and the Treasury, Mr James Lau, said, "The PRP has played a vital role in enhancing the regulatory regime for the protection of Mandatory Provident Fund (MPF) scheme members by ensuring the robustness of the operations of the Mandatory Provident Fund Schemes Authority (MPFA). We look forward to working with Mr Eugene Fung, SC and his team in the PRP's new term. I also trust the members will be able to leverage their sound professional expertise and experience to contribute to the work of the PRP."
 
     Mr Lau also expressed his heartfelt gratitude to the outgoing Chairman, Dr Eddy Fong, and members Mr Chan Yim-kwong, Ms Agnes Choi Heung-kwan, Mr Hui Ching-yu and Ms Nicole Yuen Shuk-kam for their dedicated service in the past six years.
 
     Separately, the Financial Secretary, in exercise of the authority under the Mandatory Provident Fund Schemes Ordinance (Cap. 485) (MPFSO) delegated to him by the Chief Executive, has re-appointed Ms Giovanna Kwong Fung-ping as the Deputy Chairlady of the MPFSAB and appointed Ms Ding Chen as a member. He has also re-appointed four incumbent members of the MPFSAB; Mr Dennis Ho Chiu-ping, Mr Nelson Lam Chi-yuen, Ms Cecilia Lee Sau-wai and Ms Miranda So Man-wah. All appointments and re-appointments will take effect from October 25, 2019 until October 24, 2021, both dates inclusive.
 
     Mr Lau welcomed the appointments and re-appointments to the MPFSAB. He said, "With a good mix of professionals in various fields, I am sure that the MPFSAB will continue to uphold its impartiality and fulfil its statutory functions effectively." 
 
     Mr Lau also paid tribute to the two outgoing members, Ms Lau Yuk-kuen and Mr Gerry Ng Joo-yeow, for their service during their tenure.
 
     Established in November 2013 following the commencement of the statutory regulatory regime for MPF intermediaries, the PRP is an independent panel tasked to review and advise the MPFA on the adequacy and consistency of its internal procedures and operational guidelines, which governs the actions taken and operational decisions made by the MPFA and its staff in the performance of its regulatory functions relating to the regulation of MPF intermediaries and associated matters.
