Report on HKSAR submitted to UN in light of International Covenant on Civil and Political Rights available to public

     The fourth report of the Hong Kong Special Administrative Region (HKSAR) in light of the International Covenant on Civil and Political Rights (ICCPR) is available online today (September 20).
 
     "The report sets out the progress of the implementation of the ICCPR in the HKSAR since the HKSAR's submission of the previous report to the United Nations Human Rights Committee in May 2011 till mid-2017. It also responds to the concluding observations of the Committee after its hearing on the previous report in March 2013," a Government spokesman said.
 
     The Central People's Government (CPG) submitted the fourth report of the HKSAR in the light of the ICCPR to the United Nations (UN) in June 2018. In April 2019, the UN asked for a shortened report, and thus the HKSAR Government had trimmed down the words of the report. No updating of the report was made. The shortened report was submitted to the UN through the CPG in mid-September this year.
 
     In line with established practice, the report will be examined by the United Nations Human Rights Committee at a future hearing, the exact date of which is to be fixed.
 
     The full text of the report, in Chinese and English, is available on the website of the Constitutional and Mainland Affairs Bureau (www.cmab.gov.hk/en/press/reports_human.htm). Copies of the report will be distributed to stakeholders including Legislative Council members, members of the Human Rights Forum, Children's Rights Forum, Ethnic Minorities Forum, Committee on the Promotion of Racial Harmony and relevant non-government organisations, as well as at the Home Affairs Enquiry Centres of District Offices later.
