New Security Personnel Permit application form effective on September 1

The following is issued on behalf of the Security and Guarding Services Industry Authority:

     The Security and Guarding Services Industry Authority (the Authority) announced today (August 23) that the Security Personnel Permit (SPP) application form and Guidance Notes have been revised. The latest version, "Rev. 2/2019", will take effect on September 1.

     To enable the Commissioner of Police to assess each SPP application more appropriately, without any change to the current criteria for issuing SPPs specified by the Authority in pursuance to section 6(1)(b)(i) of the Security and Guarding Services Ordinance (Cap. 460), the application form for the SPP has been revised with a new part, "Fitness", included. Applicants aged under 65 applying for Category A, B and/or C SPP are required to declare if they have any medical history/conditions which may affect his/her ability to perform the category(ies) of security work being applied for. Based on the information provided by applicants, the applicants may be required to further submit medical examination report issued by a registered medical practitioner for the Commissioner of Police's consideration. The new version of the SPP application form (Rev. 2/2019) can be obtained from the Police Licensing Office, District Offices and the Authority's office, or downloaded from the website of the Hong Kong Police Force www.police.gov.hk/ppp_en/11_useful_info/licences/security.html.

     Any SPP applications made to the Commissioner of Police (the Police Licensing Office) on or after September 1 will have to be submitted using the new version of the SPP application form (Rev. 2/2019). As for the amendments to the Guidance Notes for application, the telephone number of the Administrative Appeals Board has been updated and the list of documents required when applying for SPP has been revised.
