Subsidy amounts for Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies and Study Subsidy Scheme for Designated Professions/Sectors in 2018/19 announced

     The Government announced today (April 26) that the subsidy amounts of the Non-means-tested Subsidy Scheme for Self-financing Undergraduate Studies in Hong Kong (NMTSS) and the Study Subsidy Scheme for Designated Professions/Sectors (SSSDP) in the 2018/19 academic year will be adjusted upward according to the movement of the Composite Consumer Price Index. The annual subsidy amount of NMTSS will be increased from $30,000 in the current academic year to $30,800. For the SSSDP, which adopts a two-tier arrangement, the annual subsidy amount for laboratory-based programmes will be increased from $70,000 in the current academic year to $71,700, while that for non-laboratory based programmes will be increased from $40,000 in the current academic year to $41,000.
 
     The adjusted subsidy amounts are applicable to both new and continuing students meeting the criteria. The subsidies are tenable for the normal duration of the programmes concerned. Eligible students enrolling in the relevant programmes will pay a tuition fee after subsidy. Students in need may still apply for student financial assistance from the Student Finance Office in respect of the actual amount of tuition fees payable.
      
     The NMTSS was one of the priority measures announced by the Chief Executive in July 2017 to support quality education. Since the 2017/18 academic year, a non-means-tested annual subsidy has been provided to Hong Kong students who have:
 
(a) attained "3322" in the Hong Kong Diploma for Secondary Education Examination (i.e. level 3 for Chinese Language and English Language and level 2 for Mathematics Compulsory Part and Liberal Studies) when they are enrolled in eligible self-financing first-year-first-degree programmes; or

(b) attained sub-degree qualifications (i.e. after completing the locally accredited sub-degree programmes in relevant disciplines) when they are enrolled in eligible self-financing top-up degree programmes.
 
     In the 2017/18 academic year, about 20,000 students have benefitted from the NMTSS. In the 2018/19 academic year, the NMTSS will cover about 300 full-time self-financing locally accredited local and non-local first-year-first-degree and top-up degree programmes offered by 15 institutions. A list of the relevant institutions and programmes for the 2018/19 cohort is at the Annex.      The SSSDP was launched in the 2015/16 academic year on a pilot basis to subsidise students to pursue designated full-time locally accredited self-financing undergraduate programmes in selected disciplines. It will be regularised in the 2018/19 academic year with an increase in the number of subsidised places from about 1 000 per cohort to about 3 000 per cohort. Current students of the designated programmes will also receive the subsidy from the 2018/19 academic year. The subsidised first-year intake places will be allocated mainly through the Joint University Programmes Admissions System. The list of 37 designated programmes and their respective numbers of subsidised places(2 776 in total) for the 2018/19 academic year were announced on August 1, 2017.
