Hospital Authority commences recruitment of Chief Executive

The following is issued on behalf of the Hospital Authority:

     The Hospital Authority (HA) Board today (April 26) discussed and endorsed at its Administrative and Operational Meeting the commencement of recruitment of the Authority's Chief Executive.
 
     The HA spokesperson said that the present HA Chief Executive, Dr Leung Pak-yin, had earlier indicated to the HA Chairman, Professor John Leong Chi-yan, his wish to leave the HA in November 2019 upon completion of his current contract, the third three-year contract since his first appointment in November 2010. Dr Leung was first appointed as Director (Quality and Safety) of the HA Head Office in 2007.
 
     The spokesperson said that, considering Dr Leung's indication to exhaust all his outstanding annual leave balance before the end of his current contract, the anticipated last day of his duty would be towards the end of July 2019. The spokesperson added that the early commencement of the recruitment exercise was warranted so to allow adequate time for a smooth transition as well as handover to the successor.
 
     In an internal letter to HA staff to announce the decision of the Board, Professor Leong expressed his appreciation to Dr Leung for his contribution over the years.
 
     "Dr Leung's decade-long dedication and commitment is pivotal to the continuous enhancements of Hong Kong's public healthcare system. The Board and I are extremely grateful for his contributions and services." Professor Leong added that he wished Dr Leung the very best in his future endeavours.  
 
     Dr Leung also wrote to the staff to thank them for their unceasing support during his tenure as HA Chief Executive. "I always remind myself that there is a family behind each of our staff members and the decisions I make may affect the well-being of tens of thousands of families.
 
     "With this in mind, we have overcome many challenges and difficulties over the years, and notwithstanding the numerous rough days and nights, we have upheld our resolve and efforts, which ultimately enabled positive changes and enhancements. None of these would have been accomplished without your professionalism and unfailing support."
 
     Dr Leung also sincerely thanked the guidance of Professor Leong and the unstinting support of the HA Board and the Government.
 
     On the recruitment exercise, the HA Board decided to delegate the authority to the Executive Committee to advise on the details of the overall recruitment and selection process, including the recommendation of the proposed remuneration for the successful candidate.
 
     The Board also approved the composition of the Selection Board (table shown below) and the use of a search firm for the recruitment exercise.
 
     It is anticipated that the tendering and appointment of the search firm will be completed before the fourth quarter of 2018, while appropriate candidates will be shortlisted for the Selection Board before the end of this year.
