LegCo joint-Panel begins duty visit in Guangdong-Hong Kong-Macao Bay Area (with photos)

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council (LegCo) Panel on Economic Development, Panel on Financial Affairs, Panel on Commerce and Industry, and Panel on Information Technology and Broadcasting began the joint-Panel duty visit in the Guangdong-Hong Kong-Macao Bay Area (the Bay Area) today (April 20).  The delegation visited Shenzhen and Dongguan to enhance the understanding of the latest development of the Bay Area.

     Joined by the Secretary for Constitutional and Mainland Affairs, Mr Patrick Nip; the Secretary for Commerce and Economic Development, Mr Edward Yau; the Secretary for Innovation and Technology, Mr Nicholas W Yang; and the Secretary for Financial Services and the Treasury, Mr James Lau, the delegation departed from the LegCo Complex for Shenzhen in the early morning.

     The delegation first visited the WeBank to receive a briefing from its representatives on the unique role and development strategy of virtual bank, as well as observe the operation of its control centre.  Members learnt that WeBank is the first Internet bank on the Mainland, which does not operate any physical branch.  WeBank makes use of the Internet technology, such as mobile applications, to offer finance, wealth management and loan services for individuals as well as micro-and-small-sized enterprises in a convenient manner.  Members took the chance to understand the development and opportunities of the Internet finance on the Mainland, and to gain a deeper understanding of the application of financial technologies.

     The delegation then visited the Shenzhen Traffic Police Intelligent Traffic Command Center (the Command Center).  Members received a briefing from representatives of the Shenzhen Traffic Police on the operation of the Command Center and learnt about the use of smart technology in information collection and traffic management for promoting the development of intelligent transport.

     The delegation met with representatives of the Shenzhen Municipal Government at noon.  Members were briefed by the Vice Mayor of Shenzhen Municipality, Mr Ai Xuefeng, on the latest development of Shenzhen and its role in the development of the Bay Area.  They also exchanged views on policy directions of the co-operation between Shenzhen and Hong Kong and issues related to education and medical services.

     In the afternoon, the delegation visited the Huawei Bantian Headquarters.  Huawei is an information and communications technology solutions provider.  During the visit to its Industry Solutions Executive Briefing Center, Members learnt that the technologies for smart city can be applied in various aspects, such as daily life, energy, waste management and healthcare.  Members also discussed with representative of Huawei to further understand the latest update of the high-technology research and development as well as production.

     The delegation then departed for Dongguan and visited the Songshan Lake Xbot Park upon arrival.  While touring the exhibition hall, Members were given an overview of the development of robotic industry in Dongguan.

     Members also visited the Songshan Lake Eco-city Science Museum to get to know the planning, positioning and distribution of industries of the Songshan Lake High-tech Industrial Development Zone (the Development Zone).  Members were briefed by representatives of Hong Kong's research institutions as well as cultural and creative organisations working in the Development Zone on the progress of their projects, as well as the support policies offered by the Development Zone on the co-operation projects among Guangdong, Hong Kong and Macao.  Members also met with representatives of the Dongguan Municipal Government and the Development Zone to exchange views on the policies of supporting Hong Kong's young science and research talents, as well as the opportunities and challenges of the co-operation of Guangdong, Hong Kong and Macao in the future.

     In the evening, the delegation met with the representatives of the Dongguan Municipal Government.  Members received a briefing by the Mayor of Dongguan Municipality, Mr Xiao Yafei, on the role of Dongguan in the development of the Bay Area.  They also discussed the policy directions of the co-operation between Dongguan and Hong Kong as well as matters of mutual concern.

     The delegation will visit the China Spallation Neutron Source facility tomorrow (April 21) morning, and then depart for Zhongshan to visit the Tsui Hang New District Planning Exhibition Centre, Shenzhen-Zhongshan Link West Landing Point and Qingsheng transportation hub in Nansha district.  The delegation will arrive Foshan in the afternoon to visit Lingnan Tiandi and Sanshan New City Guangdong-Hong Kong-Macau Technology Exhibition and Exchange Center.  The delegation will also meet with representatives of the Zhongshan and Foshan Municipal Governments.

     The joint-Panel duty visit is led by Mr Jeffrey Lam, who is also the Chairman of the LegCo Panel on Economic Development.  The delegation visits five cities in the Bay Area, including Guangzhou, Shenzhen, Foshan, Dongguan and Zhongshan, from April 20 to 22.
