Following is the transcript of remarks by the Secretary for Transport and Housing, Mr Frank Chan Fan, at a media session after attending the meeting of the Legislative Council Bills Committee on Guangzhou-Shenzhen-Hong Kong Express Rail Link (Co-location) Bill today (April 13):

Reporter: Is it fair putting pressure on the Council like this?

Secretary for Transport and Housing: We are not exerting any pressure on the legislature but we do have a duty of care on public interest and we need to ensure by all possible and reasonable measures to enable the Express Rail (Link) to start operating by end-September. That's the target and the expectation of the community. We do have a duty of care to take note of that.
