Independent Review Committee on Hong Kong's Franchised Bus Service to invite submissions

The following is issued on behalf of the Independent Review Committee on Hong Kong's Franchised Bus Service:

     The Independent Review Committee on Hong Kong's Franchised Bus Service (the Committee) commenced its work today (March 28), and is now inviting submissions from interested parties and members of the public on the operation and monitoring of franchised bus services in Hong Kong from the point of safety.

     As announced by the Chief Executive on March 13, 2018, the Committee was set up following the fatal incident on Tai Po Road on February 10, and in light of other recent serious incidents involving franchised bus services, to conduct a comprehensive review of the operation and monitoring of franchised buses and to make recommendations to ensure that franchised bus services in Hong Kong are safe and reliable. The Chief Executive appointedthe Honourable Mr Justice Michael Victor Lunn as the Chairman of the Committee and Mr Rex Auyeung Pak-kuen and Professor Lo Hong-kam as Members of the Committee.

     On the commencement of the Committee's work today, the Chairman issued a statement outlining the tasks that lie ahead for the Committee. The Committee is now inviting specifically identified interested parties to provide written submissions on or before April 17, 2018, concerning the existing operation and management of bus franchises under the legislative regime, current franchises and other contractual requirements. Those interested parties are asked to do so having regard to the regulatory and monitoring system for franchised buses, in particular guidelines and/or practices imposed by or agreed with the Transport Department. Passengers and family members of the victims of the fatal incident on Tai Po Road, and other recent serious incidents involving franchised bus services, together with members of the public generally, are also invited to make written submissions to the Committee and to do so on or before April 30, 2018.

     The Committee may also invite those who provide written submissions to make oral submissions to the Committee.

     Written submissions may be provided in the following ways:
