Private Columbaria Appeal Board revamps its website

The following is issued on behalf of the Private Columbaria Appeal Board:

     The Private Columbaria Appeal Board revamped its website (www.pcab.hk) with enhanced features to promote more in-depth understanding of its operation today (March 26).

     New information in the revamped website includes frequently asked questions with answers that elaborate in lay terms on the procedures and rules for lodging appeals to the Appeal Board. For example, it uses an example to illustrate how the deadline for lodging a notice of appeal under the Private Columbaria Ordinance (Cap. 630) is calculated.

     The revamped website is also accessible to people with visual impairment who can navigate its contents quickly with the help of suitable screen reader software or similar audio computer programmes on their computers or mobile devices.

     For pre-cut-off columbaria (i.e. columbaria that were in operation, and in which ashes were interred in niches, immediately before the cut-off time at 8am on June 18, 2014), applications for specified instruments (i.e. licence, exemption and temporary suspension of liability) should be submitted to the Private Columbaria Licensing Board from December 30, 2017, to March 29, 2018. The Appeal Board was established under the Ordinance to hear and determine an appeal lodged by an applicant or a holder of a specified instrument who is aggrieved by a decision made by the Licensing Board or the Director of Food and Environmental Hygiene referred to in section 84(1) of the Ordinance. Refusal by the Licensing Board of an out-of-time application under section 14(6) of the Ordinance is not one of the decisions appealable to the Appeal Board.

     A person who wishes to appeal against any decision referred to in section 84(1) must lodge a notice of appeal, in writing and in the specified form, with the Appeal Board within 21 days after the date on which the notice of the decision under appeal is given to the person.
