Arrangement for cross-boundary vehicles using Hong Kong-Zhuhai-Macao Bridge travelling between Hong Kong and Macao

The Transport Department (TD) of the Hong Kong Special Administrative Region Government announced today (February 13) the arrangement for cross-boundary private cars using Hong Kong-Zhuhai-Macao Bridge (HZMB) travelling between Hong Kong and Macao.
A TD spokesman said, "The HZMB is the first direct cross-boundary land-based connection between Hong Kong and Macao. Apart from passenger and freight traffic, qualified non-commercial cross-boundary private cars (Hong Kong/Macao cross-boundary private cars) will be permitted to travel between Hong Kong and Macao via the HZMB to facilitate social and economic exchanges and trade co-operation between Hong Kong and Macao."
Eligible persons may apply under the regular quota or the HZMB Macao Port Park-and-Ride Scheme to drive their Hong Kong registered private cars to Macao.
The regular quota for Hong Kong private cars is set at 300, half of which is for company applicants and half for individual applicants.  The quota is valid for three years and allocated by the TD. The company quota is open to companies registered in both Hong Kong and Macao, or companies registered in Hong Kong and associated with another company registered in Macao. The individual quota is open to Hong Kong permanent residents employed with remuneration in Macao or who have established a registered company in Macao. Hong Kong private cars allocated under the quota will be permitted to make multiple entries to the city of Macao via the HZMB, which is similar to the arrangement for Guangdong/Hong Kong cross-boundary private cars.
"There are no minimum requirements on the investment, salary and tax amount for the regular quota, which is open to small and medium enterprises and Hong Kong residents working in Macao. The TD will re-allocate the regular quota upon expiry through open application so that more people will benefit," the TD spokesman said.
Regarding the Park-and-Ride Scheme, after parking their private cars at the East Car Park of the Frontier Post at Macao Port and completing clearance formalities, visitors can take other transportation from Macao Port to the city of Macao. According to the Macao Government, around 3 000 parking spaces will be available.
"The Park-and-Ride Scheme, which is open to owners of Hong Kong private cars, will facilitate visitors with a short stay in Macao. In addition to the online reservation of car parking spaces on the prescribed website, private cars are required to obtain relevant cross-boundary licences and permits. The application procedures will be simplified with a view to providing convenience to the applicants. During the validity period of the relevant licences and permits, private cars may reserve parking spaces with multiple times," the TD spokesman said.
Interested parties can express their interest for regular quota allocation to the TD in person or by agent/Internet/mail/drop-in box starting from February 27, 2018. The submission period will close at 5.15pm on March 13, 2018 (Tuesday). For application procedures and details, please visit the TD's website ( or call 2804 2600. Application details for licences/permits under the Park-and-Ride Scheme will be announced in due course. Details of carpark reservation will be announced by the Macao Transport Bureau in due course.
Regarding Macao cross-boundary private cars coming to Hong Kong, eligible Macao private car owners may apply for regular cross-boundary quota allocation for travel to Hong Kong. The regular quota for Macao private cars is set at 600, of which 500 are valid for one year and the remaining 100 for half a year. The quota will be distributed by the Macao Government.
The application criteria and licencing requirements for Hong Kong/Macao cross-boundary private cars are at Annex.
