The operation of a concrete batching plant of China Concrete Company Limited located at Tung Yuen Street in Yau Tong violated the licence conditions. The company was fined $7,000 by Kwun Tong Magistrates' Courts today (February 8) for contravening the Air Pollution Control (Specified Processes) Regulation.

     During a surprise inspection last July, Environmental Protection Department (EPD) staff found that the concrete batching plant did not install and operate a fencing system at its exit to ensure all concrete trucks were thoroughly washed before leaving the plant, leading to the spread of dust on the street and causing air pollution in the surrounding environment. Upon evidence gathering, the EPD confirmed that the plant violated the specified process licence conditions and subsequently initiated prosecution against China Concrete Company Limited.

     The licence issued under the Regulation stipulated that a concrete batching plant should adopt the best practicable means to avoid the spread of dust. First-time offenders are liable to a maximum fine of $100,000.

     An EPD spokesman reminded members of the concrete manufacturing sector that they should strictly adhere to the license requirements as well as properly manage and operate the concrete manufacturing process. They should also take the best practicable mitigation measures to prevent the spread of air pollutants from adversely affecting the surrounding environment.
