Successful prosecutions against illegal waste disposal by EPD following public report and with use of surveillance camera system

     A demolition works company and two lorry drivers who illegally deposited waste in Yuen Long successively were convicted and fined a total of $21,000 at Fanling Magistrates' Courts on December 19, 2017, and today (January 2) respectively for contravening the Waste Disposal Ordinance (WDO).

     The Environmental Protection Department (EPD) received a public complaint last May that construction waste was illegally deposited on private land at Chun Hing San Tsuen, Yuen Long. Investigations confirmed that the large quantity of construction waste, including concrete and tile debris as well as rubble, deposited at the place concerned originated from the demolition works of a company without valid permission from the relevant land owner. The EPD hence initiated prosecution against the demolition works company according to the WDO.

     On the other hand, the surveillance camera system installed by the EPD at a lay-by on Kam Pok Road, Yuen Long, captured last June two lorry drivers illegally dumping commercial and industrial (C&I) waste, including packaging waste. With the licence plate information shown on the video camera, the EPD traced the drivers and prosecuted them in accordance with the WDO.

     An EPD spokesman reminded all members of the construction and logistics industries that they should properly dispose of waste in accordance with the law. According to the WDO, it is an offence for anyone to dispose of construction waste and C&I waste on government land or private land without permission from the land owners. First-time offenders are liable to a maximum fine of $200,000 and six months' imprisonment.
