CEDD signs technical exchange and co-operation agreement with Institute of Mountain Hazards and Environment, Chengdu (with photos)

     The Director of Civil Engineering and Development, Mr Lam Sai-hung, today (December 12) signed the second five-year technical exchange and
co-operation agreement with the Deputy Director of the Institute of Mountain Hazards and Environment (IMHE) of the Chinese Academy of Sciences, Chengdu, Professor Cui Peng. The agreement continues the technical exchange and co-operation on risk management regarding geohazards between the Civil Engineering and Development Department (CEDD) and the IMHE.

     Established under the Chinese Academy of Sciences, the IMHE is responsible for undertaking research in the areas of mountain hazards and environment as well as in the sustainable development of mountainous areas. The institute has also taken part in emergency operations subsequent to large-scale geohazard incidents in the Mainland of China, and has undertaken geohazard risk assessments for projects under the Belt and Road Initiative.

     The CEDD and IMHE signed the first five-year co-operation agreement in 2012 to foster technical exchange and co-operation between both parties in areas such as the assessment and mitigation of landslide risk. The agreement also facilitated technical training for staff from both sides. The first-term agreement achieved fruitful results.

     Mr Lam said that the renewal of the agreement promises ample co-operation opportunities for exploring innovative technical solutions to tackle geotechnical challenges in the future. The CEDD will continue to share with the IMHE the experience of Hong Kong in managing landslide risk amid global climate change, which could in turn contribute to the geohazard risk assessments undertaken by the IMHE for projects under the Belt and Road Initiative. At the same time, Hong Kong is expected to benefit from the technical knowledge shared by the IMHE regarding the mitigation of debris flows.
