Appointments to Rehabilitation Advisory Committee announced

     The Government today (December 1) announced the appointment of the vice-chairperson and 11 new members, as well as the re-appointment of the chairperson and eight incumbent members, to the Rehabilitation Advisory Committee (RAC) for a term of two years with effect from January 1, 2018.

     The new vice-chairperson, Mr Fung Pak-yan, is a retired civil servant and former Deputy Director of Social Welfare. The 11 new members are Mr Cheng Ka-ho, Mr Fong Cheung-fat, Ms Heidi Hui Sim-kiu, Mr Joseph Kwan Kwok-lok, Mr Billy Man, Ms Shirley To Shuk-yi, Dr Janice Tsang Wing-hang, Ms Wendy Tse Yik-chu, Mr Tsui Yu-hang, Ms Elaine Wu Siu-ling and Ms Sania Yau Sau-wai.

     Mr Cheng Ka-ho is a businessman and the former Captain of the Hong Kong Wushu Team. Mr Fong Cheung-fat is the Chief Executive Officer of SAHK. Ms Heidi Hui Sim-kiu is a lecturer of the Department of Social Work and Social Administration, University of Hong Kong. Mr Joseph Kwan Kwok-lok is an architect by profession. Mr Billy Man is a businessman. Ms Shirley To Shuk-yi is a project manager of the Ebenezer School & Home for the Visually Impaired. Dr Tsang Wing-hang is a medical doctor by profession specialising in oncology. Ms Wendy Tse Yik-chu is a corporate communications director. Mr Tsui Yu-hang is the founder of CareER, a non-profit making organisation. Ms Elaine Wu Siu-ling is the principal of a special school for students with physical disabilities. Ms Sania Yau Sau-wai is the Chief Executive Officer of New Life Psychiatric Rehabilitation Association.

     The incumbent chairperson, Mr Anthony Yeung Kwok-ki, has been re-appointed. The eight incumbent members re-appointed are Ms Chan Wing-yan, Mr Leo Lam Cheung-wai, Ms Lau Lai-fong, Mr Willy Law Wai-cheung, Mr Eric Lee Sai-kit, Dr Raymond Leung Cheong-ming, Mr Lo Siu-kit and Mrs Cynthia Luk Ho Kam-wan.

     The Secretary for Labour and Welfare, Dr Law Chi-kwong, welcomed the appointments. He also thanked the outgoing vice-chairperson Dr James Joseph Lam and 10 outgoing members, Miss Amy Chan Lim-chee, Professor Eric Chen Yu-hai, Ms Cheng Yuk-chun, Mr Ho Siu-yu, Dr Edith Kwan Ngan-hing, Mr Li Fung-lok, Mr Ng Po-keung, Professor Cecilia Tsang Wai-ping, Mr Wong Kam-pui and Mr Yau Wai-lok, for their valuable contributions to the RAC during their tenure.

     The RAC was set up in 1977 to serve as the principal advisory body to the Government on the development and implementation of rehabilitation services and matters pertaining to the well-being of persons with disabilities in Hong Kong. With the application of the United Nations Convention on the Rights of Persons with Disabilities to Hong Kong since August 31, 2008, the RAC also took on the role of assisting the Government in promoting and monitoring the implementation of the Convention in Hong Kong.
