CSD issues statement regarding treatment of persons in custody

     In response to allegations lodged by Legislative Council members Dr Fernando Cheung and Mr Shiu Ka-chun and several discharged persons in custody against the treatment the said persons in custody had received during their incarceration, the Correctional Services Department (CSD) issued the following statement today (November 21):
 
     The CSD is responsible for providing custodial and rehabilitation services to all persons in custody sentenced to imprisonment for their offences. The CSD upholds professionalism in discharging its duties in accordance with the laws of Hong Kong and the relevant regulations and takes care of the basic needs of persons in custody. Nevertheless, the treatment of persons in custody is subject to reasonable and appropriate restrictions.
 
     Persons in custody or discharged persons may lodge complaints to the Complaints Investigation Unit (CIU) of the CSD. The CIU will carry out fair, impartial and thorough investigation into each and every complaint or refer the complaint to other law enforcement agencies for follow-up.
 
     Since June this year, the CSD has referred to other law enforcement agencies all cases regarding allegations about maltreatment towards discharged persons in custody as reported by the media.
 
     The CSD welcomes any person or organisation to express their views on the operations of department.
