CEDD and PlanD receive international award for formulating Cavern Master Plan (with photos)

     The International Tunnelling and Underground Space Association (ITA) awarded the Civil Engineering and Development Department (CEDD) and the Planning Department (PlanD) for Innovative Underground Space Concept of the Year in the ITA Tunnelling Awards 2017 on November 15 to commend the efforts by the two departments in formulating the Cavern Master Plan (CMP) for Hong Kong.

     The CMP is Hong Kong's first strategic framework that holistically integrates urban planning and multi-disciplinary engineering elements in order to provide public and private sectors with practical and comprehensive guidelines in assisting them to consider cavern options, identify suitable sites and conduct project planning. The CMP marks a new milestone in expanding the city's land resources.

     Having conducted thorough city-wide research, the CEDD and PlanD completed the formulation of the CMP last year and have identified 48 Strategic Cavern Areas (SCVAs) that possess development potential after continual geological studies and related work. The subsequent detailed assessments and planning of the SCAs being carried out by the two departments are highly challenging.

     Chief Geotechnical Engineer of the CEDD Mr Tony Ho and Chief Town Planner of the PlanD Mr Edward Lo represented the two departments to present to the panel of judges in Paris on November 15 the cross-departmental collaboration in formulating the CMP. The CMP presented by the team was then awarded Innovative Underground Space Concept of the Year.

     The ITA, founded in 1974, launched its Tunnelling Awards in 2015 to commend the most ground-breaking achievements and innovations in underground infrastructure worldwide.
