Senior appointments (with photos)

     The Government announced today (November 16) the following senior appointments:

(a) Ms Olivia Nip Sai-lan, Co-ordinator (Policy Address), Central Policy Unit, will take up the post of Head, Efficiency Unit on December 1, 2017, succeeding Mr Kim Anthony Salkeld, who will proceed on pre-retirement leave;

(b) Mr Wong Chung-leung, Deputy Director of Water Supplies, will take up the post of Director of Water Supplies on December 3, 2017, when Mr Enoch Lam Tin-sing commences his pre-retirement leave; and

(c) Mrs Sylvia Lam Yu Ka-wai, Deputy Director of Architectural Services, will take up the post of Director of Architectural Services on December 10, 2017, when Mr Leung Koon-kee commences his pre-retirement leave.

     Commenting on Ms Nip's appointment, the Secretary for the Civil Service, Mr Joshua Law, said, "Ms Nip is a seasoned Administrative Officer with proven leadership and management skills. I have every confidence that she will serve the community with professionalism in her new capacity."

     Commenting on Mr Wong's appointment, Mr Law said, "Mr Wong has proven leadership and management skills and profound professional knowledge. I am confident that he will be able to lead the Water Supplies Department in rising to the challenges ahead."

     Commenting on Mrs Lam's appointment, Mr Law said, "Mrs Lam has proven professional expertise and administrative skills. I am confident that she will be able to lead the Architectural Services Department to meet the challenges ahead."

     On the retirement of Mr Lam, Mr Law said, "Mr Lam has served with zeal and professionalism in the civil service throughout the past 34 years. As Director of Water Supplies, Mr Lam has led the department to face many challenges. I wish him a fulfilling and happy retirement."

     On the retirement of Mr Leung, Mr Law said, "Mr Leung has served with professionalism and commitment in the civil service throughout the past 37 years. As Director of Architectural Services, Mr Leung has successfully led the department in the planning and implementation of building and maintenance projects. His achievements in promoting cost management and enhancing the quality of the projects were commendable. I wish him a fulfilling and happy retirement."

     On the retirement of Mr Salkeld, Mr Law said, "Mr Salkeld has rendered 37 years of loyal and dedicated service to the community of Hong Kong. During his tenure as Head, Efficiency Unit, Mr Salkeld has led the Unit to provide management consultancy to help government agencies improve the quality and value of public services. I wish him a fulfilling and happy retirement."

     Brief biographical notes of the six officers are set out below:

Mr Enoch Lam Tin-sing

     Mr Lam joined the Government as Assistant Engineer in August 1983 and was promoted to Chief Engineer in May 1999, to Government Engineer in July 2005 and to Principal Government Engineer in April 2008 before being appointed as Director of Water Supplies in November 2013.

Mr Leung Koon-kee
---------------------

     Mr Leung joined the Government as Student Maintenance Surveyor in September 1980 and was promoted to Chief Maintenance Surveyor in June 2001, to Government Maintenance Surveyor in August 2007 and to Deputy Director of Architectural Services in May 2010 before being appointed as Director of Architectural Services in October 2011.

Mr Kim Anthony Salkeld

     Mr Salkeld joined the Administrative Service in August 1980 and rose to the rank of Administrative Officer Staff Grade B1 in April 2005. He has served in a wide range of bureaux and departments, including the former New Territories Services Department, the former Social Services Branch, the former Education and Manpower Branch, the former City and New Territories Administration, the Correctional Services Department, the former Security Branch, the former Trade and Industry Branch, the former Government House, the Central Policy Unit and the Financial Secretary's Office. He was Deputy Secretary for Planning, Environment and Lands (Environment) (later retitled Deputy Secretary for Environment and Food) from March 1998 to May 2001 and Land Registrar from May 2001 to August 2009, and was appointed Head, Efficiency Unit in August 2009.

Ms Olivia Nip Sai-lan

     Ms Nip joined the Administrative Service in August 1984 and rose to the rank of Administrative Officer Staff Grade B1 in April 2008. She has served in various bureaux and departments, including the former Housing Branch, the Housing Department, the former City and New Territories Administration, the former Office of Members of the Executive and Legislative Councils, the former Monetary Affairs Branch, the former Recreation and Culture Branch, the former Education and Manpower Branch, the former Planning and Lands Bureau, the former Housing, Planning and Lands Bureau and the Food and Health Bureau. She was Land Registrar from August 2009 to November 2012 and Deputy Head of Central Policy Unit from December 2012 to July 2017, and has served as Co-ordinator (Policy Address), Central Policy Unit since July 2017.

Mr Wong Chung-leung

     Mr Wong joined the Government as Engineer in June 1989 and was promoted to Chief Engineer in July 2009, to Assistant Director of Water Supplies in May 2013 and to Deputy Director of Water Supplies in October 2015.

Mrs Sylvia Lam Yu Ka-wai
----------------------------

     Mrs Lam joined the Government as Architect in June 1990 and was promoted to Chief Architect in July 2010, to Government Architect in September 2013 and to Deputy Director of Architectural Services in September 2016.
