SLW visits LD's Construction Industry Recruitment Centre and SWD's CSSS Project Development Office (with photos)

The CIRC is an industry-based recruitment centre specially set up to provide a free and convenient employment service platform for the construction industry to assist employers in the industry to recruit employees and help local construction workers to find jobs.
Dr Law said he was pleased to learn that the CIRC is strategically located in the Construction Industry Council Kowloon Bay Training Centre to achieve synergy in providing one-stop training and recruitment services. Accompanied by the Commissioner for Labour, Mr Carlson Chan; the Assistant Commissioner for Labour (Employment Services), Mr Charles Hui; and the Assistant Commissioner for Labour (Development), Mr Raymond Ho, Dr Law was briefed on the various services of the CIRC. He visited a job fair and viewed various facilities in the centre, including the Job Easy touchscreen vacancy search terminals and an employment resource corner dedicated for ethnic minorities. He also chatted with some employers and job seekers participating in the job fair to understand their concerns.
Dr Law then proceeded to the CSSS Project Development Office of the SWD. Accompanied by the Deputy Director of Social Welfare (Administration), Miss Cecilla Li, and the Assistant Director of Social Welfare (Social Security), Ms Michelle Lam, Dr Law toured the office facilities and received a briefing by staff of the Information Technology Team and the Business Team on the progress of the development of a new computerised system.
The CSSS provides essential support for the daily operation of various social security schemes, including processing applications, assessment, authorisation and issue of payments. The number of payment transactions processed and disbursed through the system exceeds 1 million per month. The system also performs an information management function to enable service monitoring and data analysis by the department with a view to facilitate the Government's policy review on social security services.
The existing system has been in operation for years. To respond to socio-economic changes for the formulation and implementation of social security policies speedily, the CSSS Project Development Office was set up in October 2014 and tasked with the development of a new computerised system. Dr Law said he was glad to note that the new system has completed relevant testing and entered the final stage of development, and is scheduled to be rolled out early next year.
