     Following is the speech by the Chief Secretary for Administration, Mr Matthew Cheung Kin-chung, at Town Hall Meeting on "the Future of non-Chinese Children in Hong Kong" today (November 6):
 
Shalini (Ms Shalini Mahtani, Co-founder and Chair of the Zubin Foundation), distinguished guests, parents and students,
 
     Good evening. I am pleased to join today’s Town Hall Meeting to hear your views on the pressing issues faced by non-Chinese children and the expectations towards the Commission on Children. 
 
     Children are our future. As the Chief Executive announced in her recent Policy Address, the Government will set up a Commission on Children in the middle of next year to amalgamate the efforts made by relevant bureau/departments and child concern groups with a view to addressing children's issues as they grow. As you may all know, we have already kick-started the preparatory committee's work to deliberate on the roles and priorities within the Commission, during which public engagement activities will also be conducted to seek the community’s buy-in towards the functions and work of the new Commission as soon as it commences operation. 
 
     So today's meeting comes at a very timely moment. I would like to take this opportunity to extend my gratitude to Shalini and the Zubin Foundation for organising this meaningful event. I look forward to learning from all of you on how we should better nurture our non-Chinese children to become a new driving force to propel Hong Kong forward!
