     Following is the transcript of remarks by the Secretary for Transport and Housing, Mr Frank Chan Fan, at a media session in the Legislative Council Complex today (October 25):

Reporter: Mr Chan, facing filibustering now with this happening now when the quorum bell is ringing, are you worried? What's the point when it is non-binding? And what does it show if the non-binding motion only gets a very tight bare majority in the Council?

Secretary for Transport and Housing: I must first say that the Legislative Council is a collection of Hong Kong people's mandate because all the legislators are actually elected by our Hong Kong people. And therefore, their views are very important and relevant to whatever kind of decision we are going to make and whatever actions we are going to take. And therefore, it's due to our respect and conviction to our legal system, our judiciary system and legislative system that we consider that it's important for us to bring it back to the Legislative Council for thorough discussion before we move further.
