Transcript of remarks by LegCo President on Members' proposed resolutions to amend the Rules of Procedure

     Following is the transcript of remarks by the President of the Legislative Council (LegCo), Mr Andrew Leung, on 10 Members' proposed resolutions to amend the Rules of Procedure at a media briefing at the LegCo Complex today (October 24):

     Ten Members have given notice to move at the Council meeting of November 15, 2017 a considerable number of proposed resolutions to amend the Rules of Procedure.

     I have just issued a reply to those Members on their proposed resolutions. The reply has been copied to all Members.

     In my reply, I have pointed out that it is a long established practice that any proposal to amend the Rules of Procedure should be first considered by CRoP (Committee on Rules of Procedure) and then by the House Committee before being considered by the Council. The "three steps process" needs to be followed.

     As the President, I should observe this. I have therefore referred the proposed resolutions to CRoP in accordance with Rule 74(1) of the Rules of Procedure.

     After CRoP and the House Committee have completed their consideration of those proposed resolutions, I will decide on whether those proposed resolutions are admissible by taking into account all the relevant factors, including the views of CRoP and the House Committee.
