ExCo Convenor speaks on Policy Address

     Following is a transcript of remarks by the Convenor of the Non-official Members of the Executive Council (ExCo), Mr Bernard Chan, at a media session on "The Chief Executive's 2017 Policy Address" in the Legislative Council Complex today (October 11):
 
Reporter: Mr Chan, you mentioned that you don't want this administration to follow and repeat what the last administration did, which was to give out an ambitious plan and not really have a timetable. You also said that this Policy Address covers a wide range of issues. Wouldn't five years be not enough for Mrs Lam to carry out and implement all these measures? And wouldn't that potentially be a repeat of the last government? Could you explain?
 
Convenor of ExCo Non-official Members: Thank you. She rightly put it that there are certain policy initiatives that will take time. Some can be done in short term, some are more of the medium term, and some are for the longer term. But I have a certain belief that this current administration is very efficient, and as you can see, it's been only three months into her administration but she and her team have already put forward a plan that can be executed. So I have a certain belief that, with the support from the legislature, and together with the people of Hong Kong, most of these issues can be resolved. It is not that we don't have solutions to most of the problems that we are facing, the concern is whether we can reach consensus. So I think for the next couple of months and going forward is to find solutions to reach these consensus within the society. The solutions are there. It's not that we don't have the solutions, but I believe that, with her style of administration, we can reach consensus within a very divided society like Hong Kong.
