Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (September 27) announced the appointment of Ms Leung Ka-kie, Ms Stephanie Tsui May-har, Ms Leung Siu-ling, Mr Jacky Ip Kai-leung, Mr Pang Leung-ting, Ms May Chung Ming-sun, Miss Louise Chan Lo-yee, Mr Edward Wong Ching-yu and Mr Lam Tsz-kan as Permanent Magistrates. All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission. They will take effect from September 28, 2017.

     The biographical notes of the nine appointees are as follows:

Ms Leung Ka-kie

     Ms Leung was born in Hong Kong. She obtained a Bachelor of Arts Degree and a Master of Arts Degree, both from the University of Hong Kong, in 1999 and 2002 respectively. She further obtained an LL.B. from the University of London in 2006 and a P.C.LL. from the Chinese University of Hong Kong in 2010. She was called to the Bar in Hong Kong in 2011. She joined the Department of Justice as Court Prosecutor in 2002 and was appointed as Acting Government Counsel in 2012. She joined the Judiciary as Special Magistrate in the same year.

Ms Stephanie Tsui May-har

     Ms Tsui was born in Australia. She obtained a Bachelor of Arts Degree from the University of Sydney in Australia. She obtained a Graduate Diploma in Law from Nottingham Trent University in the United Kingdom in 2005 and a P.C.LL. from the University of Hong Kong in 2006. She further acquired a Master of Laws Degree in Arbitration and Dispute Resolution from the University of Hong Kong in 2009. She was called to the Bar in Hong Kong in 2007. She has been in private practice since 2008.

Ms Leung Siu-ling

     Ms Leung was born in Hong Kong. She obtained a Bachelor of Social Science Degree from the Chinese University of Hong Kong in 1996. She obtained an LL.B. from the University of London in 2002 and a Master of Arts Degree in Theory and Practice of Human Rights from the University of Essex in the United Kingdom in 2003. She further acquired a P.C.LL. from the University of Hong Kong in 2004. She was called to the Bar in Hong Kong in 2005. She has been in private practice since 2006.

Mr Jacky Ip Kai-leung

     Mr Ip was born in Hong Kong in 1976. He obtained an LL.B. from the University of Sheffield in the United Kingdom in 2002. He completed the Bar Vocational Course of the Inns of Court School of Law in the United Kingdom in 2003. He was admitted to the Honourable Society of Lincoln's Inn in the United Kingdom in 2002, and was called to the Bar in England and Wales in 2003. He was called to the Bar in Hong Kong in 2003. He has been in private practice since 2005.

Mr Pang Leung-ting

     Mr Pang was born in Hong Kong in 1977. He obtained an LL.B. and a P.C.LL., both from the University of Hong Kong, in 2000 and 2001 respectively. He was called to the Bar in Hong Kong in 2001. He worked in the Department of Justice of the Government as a Government Counsel between 2002 and 2005. He has been in private practice since 2005.

Ms May Chung Ming-sun

     Ms Chung was born in Hong Kong in 1978. She obtained a Bachelor of Science Degree from the University of California at Berkeley, the United States, in 1999. She completed the Common Professional Examinations of Manchester Metropolitan University and the University of Hong Kong School of Professional and Continuing Education in 2005. She further obtained a P.C.LL. from the University of Hong Kong in 2007. She was called to the Bar in Hong Kong in 2008 and has been in private practice from the same year.

Miss Louise Chan Lo-yee

     Miss Chan was born in Hong Kong. She obtained an LL.B. from King's College of the University of London in the United Kingdom in 2003. She obtained an LL.M. (Commercial and Corporate Law) from the London School of Economics and Political Studies in the United Kingdom in 2004. She acquired a P.C.LL. from the University of Hong Kong in 2005. She was called to the Bar in Hong Kong in 2006. She has been in private practice since 2007.

Mr Edward Wong Ching-yu

     Mr Wong was born in Hong Kong in 1982. He obtained an LL.B. and a P.C.LL., both from the City University of Hong Kong, in 2004 and 2005 respectively. He obtained a Master of Arts Degree in Philosophy from the Chinese University of Hong Kong in 2016. He was called to the Bar in Hong Kong in 2006 and has been in private practice from the same year.

Mr Lam Tsz-kan

     Mr Lam was born in Hong Kong in 1983. He obtained an LL.B. from the University of Nottingham in the United Kingdom in 2005 and a P.C.LL. from the University of Hong Kong in 2006. He was called to the Bar in Hong Kong in 2007 and has been in private practice from the same year.
