Statement by Electoral Affairs Commission on arrangements of Legislative Council by-election

The following is issued on behalf of the Electoral Affairs Commission:

     A spokesman for the Electoral Affairs Commission (EAC) today (August 28) made the following statement on the Legislative Council by-election arrangements:

     The Electoral Affairs Commission (Electoral Procedure) (Legislative Council) Regulation (Cap. 541D) stipulates that as soon as practicable after a declaration as to the existence of a vacancy in the membership of the Legislative Council is made, the Chief Electoral Officer must publish in the Gazette a notice in order to hold a by-election.

     The EAC will arrange for and supervise the Legislative Council by-election to be held in accordance with the relevant legislation and actual situation.

     Concerning the date for holding the by-election, practical and objective factors, including manpower arrangements, procurement of venues for use as polling stations and the principle of proper use of public money, will be considered by the EAC in all the circumstances.

     The EAC reiterates that it shall take appropriate steps and make reasonable arrangements in order to ensure that elections are conducted in an open, fair and honest manner.
