Application for non-means-tested subsidy under Mainland University Study Subsidy Scheme starts today
     The Education Bureau (EDB) announced today (August 4) that under the Mainland University Study Subsidy Scheme (MUSSS), eligible students pursuing undergraduate studies in designated Mainland institutions can now apply for a non-means-tested annual subsidy of $5,000, starting from the 2017/18 academic year.
     “The non-means-tested subsidy is one of the priority measures to support quality education.  Supplementing the MUSSS, the subsidy helps eligible Hong Kong students who have attained ‘3322’ in the Hong Kong Diploma of Secondary Education Examination or who have been admitted through the ‘Pilot Scheme on the Articulation of Hong Kong Sub-degree Graduates to Huaqiao University’ to pursue undergraduate studies on the Mainland,” an EDB spokesman said.  Eligible students can submit applications for the subsidy from August 4 to October 3.
     The MUSSS was launched in July 2014 to provide financial support by way of subsidy through a means test (means-tested subsidy) to Hong Kong students pursuing undergraduate studies in designated Mainland institutions, numbering up to 156 institutions in the 2017/18 academic year. 
     With the new initiative in place, from 2017/18 academic year, there are two types of subsidy under the MUSSS –

• means-tested subsidy - students having passed a means test will receive either a full-rate subsidy of $15,000 or a half-rate subsidy of $7,500 per student per year, depending on their need; and 
• non-means-tested subsidy – eligible students will receive a flat rate subsidy of $5,000 annually.
     The above two types of subsidy are mutually exclusive, i.e. eligible students can only receive either a means-tested subsidy or a non-means-tested subsidy in an academic year.
