     Following is the transcript of remarks by the Chief Executive, Mrs Carrie Lam, at a media session before the Executive Council meeting this morning (July 25):

Reporter: Mrs Lam, just an English question. Does that mean that this is a possible violation of the Basic Law in the name of convenience? Can you make a full guarantee to Hong Kong people that what happened with the Causeway Bay bookseller case…

Chief Executive: Definitely not, definitely not. This is not a question of choice between convenience to passengers using the high-speed rail and the rule of law in Hong Kong. This is not a choice. We have found a solution and a set of arrangements which will be in full compliance with the principle of 'one country, two systems' and provisions in the Basic Law, so there is no question of that sort of concern and worry that we are compromising on the rule of law, on 'one country, two systems', in order to get the convenience of the high-speed rail. But it is very important to understand that the issue, or the crux of the matter, is really to find a means that is legal to support this convenience for the people of Hong Kong. Thank you very much.
