Transcript of remarks by CE at media session before ExCo meeting (with video)
Following is the transcript of remarks by the Chief Executive, Mrs Carrie Lam, at a media session before the Executive Council meeting this morning (July 11):
Reporter: Mr Liu Xiaobo is already on the verge of death. Can you, yourself, pressure the Central Government to urge them to at least let him take treatment overseas? Also, about the co-location immigration control problem, are you worried that the LegCo pan-democrats will ban, outright ban, all the co-location immigration arrangements that are planned?
Chief Executive: Well, I have already said several times recently that the details of the proposed co-location arrangements will be announced when we are in the position to comprehensively announce the arrangements, so for the time being I don't have anything to say on that. But I think your question is about how we are able to persuade the pan-democratic members or political parties to accept any form of co-location arrangements. That would depend much on the actual details of the co-location arrangements, which in my view and in the view of the Hong Kong SAR Government, these arrangements have to comply with the Basic Law. So, for any arrangement that fully complies with the Basic Law and will bring huge convenience to the people of Hong Kong, I hope members from all political parties will give us a fair hearing in understanding the situation, the justifications, before they come to a view instead of adopting the position that you have described, that is an outright resistance to any form of arrangement.
As far as Mr Liu Xiaobo is concerned, I don't want to use the word to "pressure" the Central Government. I have said time and again that as the Chief Executive it is also my obligation to promote the positive development of the Hong Kong Special Administrative Region and the Central Authorities, and that arrangement must premise on trust. This is something within the Central Government's purview and jurisdiction, and I believe the Central Government will deal with this situation in a legal and compassionate way. Thank you very much.
