SED on BCA and education funding

     Following is the transcript of remarks by the Secretary for Education, Mr Kevin Yeung, at a media session after attending a Tung Wah College celebration reception today (July 4):  
 
Reporter: Two questions. If the funding for the permanent teacher positions and the self-financing institutions is passed in July, is it possible that it will be implemented in the coming school year, immediately in September? And are there currently any plans to review the TSA (Territory-wide System Assessment) and BCA (Basic Competency Assessment) as systems?
 
Secretary for Education: On the question of the BCA, as I said earlier, the BCA has been completed this year and the schools which participated have already submitted their papers. So the next step is for the Committee (on Basic Competency Assessment and Assessment Literacy) to continue to review the whole system, and then they will make some recommendations for the Government to consider. And then we will decide the next step in the coming few months.

     On the question of the funding, as I said, we should wait for tomorrow, for the Chief Executive to announce the package first. And then in the afternoon I will respond further on the details.
