     This press release summarises the Communications Authority (CA)'s decisions following its 64th meeting held in June 2017:

Disruptions of the telecommunications services of China Mobile Hong Kong Company Limited (CMHK)

     On January 4 and February 26, 2017, there were two incidents of network outage of CMHK, causing disruptions to its telecommunications services including mobile voice, data and multimedia messaging services. The first incident lasted for two hours and 15 minutes and 189 172 customers of CMHK were affected. The second incident lasted for 15 hours and 42 minutes and 336 734 customers of CMHK were affected. The Office of the Communications Authority (OFCA) conducted an investigation into the two incidents. After considering the assessment of OFCA and the representations of CMHK, the CA concluded that, in both incidents, CMHK had failed to comply with General Condition 5.1 of its Unified Carrier Licence No. 002, which required it to operate, maintain and provide a good, efficient and continuous service in a manner satisfactory to the CA. The CA decided to impose a financial penalty of $150,000 on CMHK. Renewal of the non-domestic television programme service licence of Phoenix Satellite Television Company Limited (Phoenix)

     The CA approved the application by Phoenix for renewal of its non-domestic television programme service (non-domestic TV) licence for 12 years, from May 17, 2018, to May 16, 2030 (both dates inclusive). Including Phoenix, there are 15 non-domestic TV licensees in Hong Kong providing more than 200 satellite television channels targeting viewers in the Asia Pacific region.

Termination of the other licensable television programme service licence of Fergurson Hong Kong Limited (Fergurson)

     The CA approved the application of Fergurson to terminate its other licensable television programme service (other licensable TV) licence with retrospective effect from April 27, 2017.

     The CA noted that the termination of the above licence was a commercial decision of the licensee. Following the termination of Fergurson's licence, there are 22 other licensable TV licensees providing television programme services to hotels in Hong Kong.
