Post-office employment for Dr Ko Wing-man, Ms Christine Loh and Mr Fung Wai-kwong

     The Advisory Committee on Post-office Employment for Former Chief Executives and Politically Appointed Officials has advised on the proposed employment of two politically appointed officials after leaving the Government on July 1, 2017.

     These officials are the Secretary for Food and Health, Dr Ko Wing-man, and the Under Secretary for the Environment, Ms Christine Loh.

     The Advisory Committee considers that, subject to the observance of certain restrictions it has advised, the proposed employment of Dr Ko and Ms Loh would not cause any potential conflict of interest. The Advisory Committee also does not anticipate adverse public reaction or public perception problems arising from their proposed employment.

     In considering each case, the Advisory Committee has regard to the information provided by the politically appointed official concerned, the assessments by relevant government bureaux or offices, and the criteria for advice as stipulated in the guidance note on post-office employment for politically appointed officials.

     In addition to advising the two politically appointed officials, the Advisory Committee has also advised the Government on an application for post-office work by the Information Co-ordinator of the Chief Executive's Office, Mr Fung Wai-kwong.

     Mr Fung is an official under special appointment who will leave the Government on July 1, 2017, upon the expiry of his employment contract.

     The Advisory Committee has advised that Mr Fung may take up the proposed work subject to certain restrictions. On the basis of this advice, the Government has approved the post-service work proposed by Mr Fung subject to those restrictions.
