New Lok Ma Chau Loop Draft Outline Zoning Plan gazetted

      The Town Planning Board today (June 9) announced the publication of a new draft Outline Zoning Plan (OZP) for the Lok Ma Chau Loop area.
 
     The development of the Lok Ma Chau Loop can bring an important synergy and give impetus to the adjacent areas including the Kwu Tung North New Development Area and the commercial areas in Shenzhen, and the territory as a whole which can provide supporting facilities and services, talents, customers and markets. The development can also foster a tech-ecosystem for high-technology and knowledge-based industries in the northeastern part of Hong Kong. Upon full development, the Lok Ma Chau Loop area would accommodate a planned working/student population in the range of 50 000 to 53 000.

     The planning scheme area of the draft Lok Ma Chau Loop OZP, covering about 104 hectares, is bounded by the bank of Shenzhen River in the northwest, the fishponds of Hoo Hok Wai in the northeast, Lok Ma Chau and Tai Law Hau in the south, the Lok Ma Chau Control Point and Lok Ma Chau Spur Line Control Point in the southwest, as well as the Mai Po Nature Reserve to the southwest. To the north, across the Shenzhen River, is the Futian commercial area and Huanggang Port of Shenzhen.

     About 1.23 hectares are zoned "Commercial" primarily for commercial developments including uses such as offices, shops, services, places of entertainment, eating places and hotels, functioning mainly as commercial/shopping centre(s) to serve the needs of the Lok Ma Chau Loop.

     About 3.95 hectares are zoned "Government, Institution or Community" which is intended primarily for the provision of Government, institution and community facilities serving the needs of the Lok Ma Chau Loop and/or the wider district, region or the territory.
 
     About 18.18 hectares are zoned "Open Space" for the provision of outdoor open-air public space for active and/or passive recreational uses serving the needs of the Lok Ma Chau Loop as well as the general public.
 
     Land designated for specific uses such as "Research and Development, Education, and Cultural and Creative Industries", "Ecological Area" and "Sewage Treatment Works", totalling about 53.49 hectares, is zoned "Other Specified Uses". 

     About 16.34 hectares are zoned "Conservation Area" to protect and retain the existing natural landscape and ecological features of the Old Shenzhen River Meander and the associated riparian vegetation for conservation, educational and research purposes, and to separate sensitive natural environment from the adverse effects of development.
 
     The new draft Lok Ma Chau Loop OZP is now available for public inspection during office hours at the Secretariat of the Board; the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin; the Fanling, Sheung Shui and Yuen Long East District Planning Office; the Yuen Long and North District Offices; and the San Tin and Sheung Shui District Rural Committees.
 
     Any person may make written representations in respect of the draft plan to the Secretary of the Board on or before August 9.

     Copies of the draft plan are available for sale at the Map Publications Centres in Yau Ma Tei and North Point. The electronic versions of the plans can be viewed at the Board's website (www.info.gov.hk/tpb).
